Below are the major changes and why sportsmen need this bill passed.
1 When there is a sportsman position open on the Wildlife Commission each county wildlife advisory board will submit written nominations for this position to the governor. The governor shall appoint from this list. Reason: We don't need any more appointments made in the style of former governor Bob Miller Many of his appointments had never attended a county wildlife advisory board meeting or a Wildlife Commission meeting This was not in the best interest of our natural resource or sportsmen. 2. The conservation position on the Wildlife Commission will be replaced by an accountant. Reason: Everyone is a conservationist. Hunters were the first conservationists and they are still the best. Sport hunting has never been the demise of any game bird or animal. Reason two: If there were ever a state agency that needed an accountant, it is the Division of Wildlife. They have failed many state audits and just last year they failed another one with money and tags not accounted for. 3. Sportsmen's money must be used only for the management of game fish, game birds, game mammals and the control of predator animals. Reason: Sportsmen have always paid their way. However, they cannot nor should they be expected to pay for every form of wildlife. In doing so, it has been found that sportsmen's programs suffer. 4. The big game tag draw must go out to a private entity. Reason: In 1989, the legislature removed the big game tag draw from the Division of Wildlife. It was removed because of the many improprieties by NDOW. The sportsmen wanted this to go to private enterprise and the legislators passed it. In 1991, during consolidation, unbeknownst to both hunters and legislators, the actual drawing was removed from Nevada statutes. It now states that only the development of a computer program must go to privatization and not the actual draw. 5. A person who willfully and unjustifiably kills, injures or tampers with an animal belonging to another person that is used in exhibition, show, contest or other event in which the skill, breeding or stamina is judged or examined is guilty of a Category E felony. Reason: This part of the bill was needed to protect dog trainers, handlers and even people showing dogs. PETA (People for the Ethical Treatment of Animals) is opposed to all of these activities It is a shame that you have to pass a law for a radical organization that attacks lawful animal activities.
